proceed with the distribution of a Request for Proposals from consultants
who can assist with the presidential search process. Information about
the RFP has been posted to the Announcements of the main home page,
www.shoreline.edu. If you have
questions about this RFP or the process, contact Bev Brandt at

RECOMMEND NOMINEES TO APPLY FOR SHORELINE'S BOARD
Board Chair Elsa Welch's term expires this month, leaving a vacancy on
Shoreline's five-member Board. Governor Gregoire has extended the
application deadline to October 31. If you know of a member of the
College's service area who would like to serve, please forward or email this
link:www.governor.wa.gov/actions/appointments/boards/
CHANGES TO RECEIVING PROCEDURES
The Auxiliary Services staff is now handling the receiving and distribution
of items. Smaller boxes and courier envelopes are put on the daily mail run.
The remaining boxes are delivered by an hourly staff person.
As part of the short term budget reductions numerous people are working to
cover these responsibilities. Please be advised that there will be times
when on campus deliveries may be delayed due to the volume of packages,
volume of bookstore textbook deliveries and staff needs. You are always
welcome to come down to the bookstore, rather than waiting for delivery.
Be
sure that the shipping address clearly states the department and person that
should receive the item. We deliver the box to the department designated on
the shipping label. We do not open a package to determine where it is to be
delivered. Insufficiently addressed boxes will be held for a couple of
weeks and then returned to the sender.
Whenever possible, please allow ample time when placing the order so the
order can be received in a timely manner. If you have any
questions/suggestions/comments please contact Mary Kelemen at 4733 or
mkelemen@shoreline.edu

Its' time to resume discussion about best practices to make purchases. Where are we with corporate express? What can we do to improve or streamline paper flow? Join staff from the budget office for these discussions and more. Secretaries are urged to attend.

MESSAGE FROM HR
Shoreline’s Human Resource Office has received numerous inquires concerning a decision issued recently by the Public Employment Relations Commission (PERC) affecting our classified employees. Essentially, employees are asking if what they’ve heard is true and what it means. This message is being sent to provide information on the decision and its potential impact.
In a decision issued September 19, 2005, a PERC hearing examiner determined that the Washington Federation of State Employees (WFSE) had committed an unfair labor practice by failing to provide adequate notice and information concerning the right to vote on the ratification of the new collective bargaining agreement and by failing to inform bargaining unit employees of the union security provisions contained in the tentative agreement. Based on this conclusion, the hearing examiner ordered WFSE to “cease and desist” from enforcing or seeking to enforce the tentative agreement until a new ratification vote is taken.
To determine the impact of the decision on Shoreline bargaining unit employees, we consulted with the offices of the State Board, Attorney General and Labor Relations. We were consistently advised that the college should continue to apply the terms of the Master Collective Bargaining Agreement until the decision is finalized. That is, to continue to apply the Master Agreement until the PERC appeals process is complete – typically when the appeal period ends with no appeal filed or, if an appeal is filed, when the full Commission issues a ruling on the hearing examiner’s decision. The college intends to follow this advice.
If you have questions, please contact Ruth Clark at x5843 in the HR office or Peggy Lytle, WFSE Union Shop Steward, at x4603.
SEARCHABLE SCHEDULE
A preview of a new feature has been added to the website - a
Searchable Schedule. The schedule has not yet been made
live for students, but the College community is invited to "test drive" the
schedule and let us know what you think. Our goal is to make the
schedule easier to use. Students can find classes during the time
frames that they have free, at locations that are convenient to them, etc.
Note that this is a preview of a program that is still under development,
and it won't be accurate until it is complete.
Thanks to Gavin Smith (TSS), Phyllis Harris (Academic Affairs), Dave Holmes
(PIO), and the divisional administrative assistants for their help in
building this new system. Please email Judy Yu at

ACTION TAKEN BY THE BOARD ON SEPTEMBER
14, 2005
At a special on September 14, Shoreline’s Board of Trustees began
discussing the issues of the Presidential Search process. The Board
approved a motion authorizing the Acting President to prepare a Request for
Proposal (RFP) calling for proposals from consultants. The decision to hire
a consultant will be made after reviewing the proposals and considering the
College's financial position. The RFP will be presented for consideration
by the Board of Trustees at their regular meeting on September 28, 2005, and
if approved, will be distributed to a list of consultants the following
day. An RFP is required for consulting services provided to the College and
is a very standard practice of all public institutions. Although a motion
to authorize the president to take this action is not required, the BOT took
this formal action to initiate the search process and officially
document this first step.
