THE NEW BLACKBOARD SHELL SYSTEM DEMYSTIFIED
Wednesday, December 7, 12:30-1:30pm, Room 4214

We will discuss the new system of Blackboard "shell" classrooms that are reused every quarter (instead of copied). We will discuss when you might want more than one shell for a particular class and the pros and cons of doing this. We also will go over how you can copy materials from one classroom to another, as well as "recycle" or remove old materials. Please bring your questions. Instructor: Ann Garnsey-Harter, Director of Distance Learning.

TEACHING ONLINE USING BLACKBOARD: GETTING STARTED

Get started in an online classroom in Blackboard, the software that SCC uses for its online, hybrid, and web-enhanced classes (web-enhanced refers to a face-to-face class with a supplemental online component). We also will discuss course design and organization. If you are interested in using Blackboard as a tool for teaching or are fairly new at using it, this workshop is for you. TESTING CENTER CLOSURE
December 19-27

The testing center will be closed the week of December 19-27 on the main campus. We will reopen on December 27th. Compass testing will be available at the Lake Forest Park testing center on Monday 11 am, Tuesday and Wednesday at 5 pm that week. The LFP Testing Center will be closed the week of Dec. 27-Jan. 2. We expect to begin using an online test scheduling and fee payment process with the new schedule beginning December 27th.

INTRANET LOCKDOWN
Over the last couple years, there has been increased traffic on the College intranet (not to be confused with the College website or INTERnet) from outside the College. TSS and PIO have determined that it is in the best interests of the College to limit access to the intranet to faculty and staff and those who are on campus. Beginning next week, when you are off campus, you will be asked for your Windows ID and your password if you would like access to pages linked from Day At A Glance. This procedure will only be required when you are looking at the intranet from OFF CAMPUS. You will not be required to input this information when working from your office or lab computers. If you have concerns, please email Judy Yu at jyu@shoreline.edu.

SEATTLE TIMES ARTICLE HIGHLIGHTS COMMUNITY COLLEGE ENROLLMENT
In yesterday's Seattle Times, an article appeared regarding the state of enrollments at community colleges in the Puget Sound. Enrollment in community colleges peaked in 2002-03. Budget headaches are being experienced by community colleges around the state and is particularly acute in the Puget Sound. A follow up editorial was published in today's Seattle Times suggesting that with the recovery of the economy, community colleges are doing their jobs and getting people back to work. Low enrollment is not necessarily a "bad thing." See these articles and hear more about this at Friday's all campus meeting. The Seattle Metro Access bus now makes drop off and pick up at two locations on campus. There will still be the usual Main Gate pick up and now a pick up by the Parent Child Center which Access calls the "West" pick up location. Living in the thriving northwest comes with high cost of living. Almost 300,000 people in King and Snohomish Counties live in poverty but at least one person in the family is part of the workforce. To learn more about this local issue please visit the Working Poor exhibit that Diversity and Student Success put together with information from the recent Seattle PI series. It is located in the PUB Corridor. 

HOW TO WRITE A PERSONAL STATEMENT FOR COLLEGE APPLICATIONS

Application dates for transfer universities are coming up soon in January and February. Please refer students to this workshop. We discuss the purpose, content, and do's and don'ts of writing personal statements. In addition, students will develop ideas and write draft paragraphs during the workshop.

PLANNING TO RETIRE?
If you are planning to retire between now and June 30, 2006, it would be extremely helpful if you would share those plans with Human Resources as soon as possible.

We have been told that some employees are considering retirement before the end of this academic year but are hesitant to share this information for fear that their position will be abolished if they announce their intent to retire. Even though the College is in a budget reduction cycle, a person’s retirement does not automatically mean that his/her position will be gone. Rather, it means that as an institution we can plan for this intended separation and if there is need to eliminate a position elsewhere, we will have more information/options regarding transfer, re-training, etc.

You are invited to come by anytime and see our benefits coordinator, Ms. Veronica Botts, to discuss your retirement benefits, health insurance transitioning (Retirement Health Care), and any other questions you might have. Thank you for considering this approach. Also, please know that your retirement information can be kept confidential if that is your wish.

MESSAGE FROM THE VP OF HUMAN RESOURCES
RE: COLLEGE POLICIES
The “bluing of the policy manual” was a term used in previous years to indicate that old college policies had been reviewed and revised appropriately.  Bluing refers to the fact that recently revised policies have been printed on blue paper. Some bluing has occurred over the past year but it seems that the tracking of which policy is being revised, by whom, and where it is in the review process is not clearly understood. 

The Office of Human Resources (HR) has the responsibility to track, format, and transmit policy amendments/revisions to the College Council.  In order for this to be accomplished, HR requests that if you are in a revision process, please contact Debra Sherman at ext. 5880 or email dsherman@shoreline.edu and she will track the process and make sure the appropriate work has been completed before it reaches the Council.  Thank you for your consideration.

FINANCIAL AID CHECK DISTRIBUTION
The Finance Office is calling for volunteers to help distribute Winter Quarter Financial Aid checks to students. JOHN TERREY DONATION TO LIBRARY
Currently on display in the library are books, catalogues, and videos donated by John Terrey. These materials cover the American painters N.C. Wyeth, his son, Andrew, and his grandson, James. Andrew Wyeth is recognized internationally as America’s foremost realist. Among the items donated are: N.C. Wyeth and His Family: Four Generations of Artists; Andrew Wyeth, the Helga Pictures; Christina’s World; One Nation: Patriots and Pirates Portrayed by N.C. Wyeth and James Wyeth; and the video Snow Hill (Andrew Wyeth, a Self-Portrait).  Dr. Terrey will be present at the December 7 Board Meeting to formally present this gift to the Trustees on behalf of the College.

2006 CALENDARS NOW AVAILABLE IN THE BOOKSTORE
Washington State Central Stores 2006 calendars in three sizes are in stock now. The 9"x12" "appointment/schedule" calendar has one month per page and sells for $2.75. The 12"x18" "Year-at-a-glance" one page calendar is $2.35 and the 24"x36" "06 on one side,07 on the other" wall calendar is $3.75. All of these calendars list State employee paydays and official Holidays. Don't forget to show your cashier your SCC picture ID to receive a 15% discount, but, hurry as there is a limited supply.

Currently on display in the library are books, catalogues, and videos donated by John Terrey. These materials cover the American painters N.C. Wyeth, his son, Andrew, and his grandson, James. Andrew Wyeth is recognized internationally as America’s foremost realist. Among the items donated are: N.C. Wyeth and His Family: Four Generations of Artists; Andrew Wyeth, the Helga Pictures; Christina’s World; One Nation: Patriots and Pirates Portrayed by N.C. Wyeth and James Wyeth; and the video Snow Hill (Andrew Wyeth, a Self-Portrait).  Dr. Terrey will be present at the December 7 Board Meeting to formally present this gift to the Trustees on behalf of the College. 

CLASSIFIED EMPLOYEES VACATION
As vacations are scheduled for the upcoming holidays, classified staff and their supervisors should keep in mind:  vacation leave is charged in half (1/2) hour increments; employees must use compensatory time prior to using vacation leave, unless this would result in the loss of vacation leave.  Compensatory time must be used in the same manner as vacation leave (1/2 hour increments). 

CLASSIFIED CONTRACT TRAINING
Classified Contract Training is being offered to all employees who are new, would like a refresher, or did not attend a previous training session. There are two training sessions being offered in the Board Room on December 15th from 1:30 to 4:30 pm or December 16th from 9:30 am to 12:30 pm. It’s time for enrollment to participate in the 2006 plan year (January 1 – December 31) Flexible Spending Account program (FSA). Flexible Spending Accounts are an IRS-approved, tax-free account that saves you money on eligible medical expenses. You authorize per-pay-period deposits to your FSA from your before-tax salary. MESSAGE FROM HR
RE; VOLUNTARY REDUCTION IN EMPLOYMENT TERM

When faced with budgetary shortfalls, as an institution, the College needs to be creative as we think about reducing expenditures. One way would be to voluntarily reduce your employment term
.

What would that look like? 
A full-time employee may VOLUNTARILY reduce his or her employment term, move from full-time to a lesser percentage, as a way to reduce costs.  When making this voluntary reduction, it would be important to stay above 50% so benefit eligibility is maintained.  Example:  you currently work 100% ; under this cost saving measure, you could reduce your percentage to something greater than  50 but less than 100 for the duration of this fiscal year (June 30, 2006).

What would happen to the lost time?
Replacing the reduced time with hourly help would not be permitted.  Your department would need to absorb the lost work or reduce service delivery.  An essential service should not be eliminated.

Is this a long-term solution? 
No.  It is a short term fix to an immediate budgetary issue.  Permanent budget reductions would need to be  institutionalized through alternative means.

If interested, what next? You should approach your department head to discuss this option.  Together you would discuss the potential impact to your work unit and to the institution.

To all interested parties Do you need office help, lab help any kind of help? The Federal and State Work Study Programs have money and students to meet your needs. We can place work study students in budgets that are self support areas with only a small portion of students earning to be deducted we also, can place students in other local fund areas (general budgets) which are not charged. Faculty and Associates members you to can have your own office assistants and they are ready to assist you in filing, copying, organizing, word processing and Excel. Washington State Central Stores 2006 calendars in three sizes are in stock now. The 9"x12" "appointment/schedule" calendar has one month per page and sells for $2.75. The 12"x18" "Year-at-a-glance" one page calendar is $2.35 and the 24"x36" "06 on one side,07 on the other" wall calendar is $3.75. HOW TO WRITE A PERSONAL STATEMENT FOR COLLEGE APPLICATIONS

Application dates for transfer universities are coming up soon in January and February. Please refer students to this workshop. We discuss the purpose, content, and do's and don'ts of writing personal statements. In addition, students will develop ideas and write draft paragraphs during the workshop.

PLANNING TO RETIRE?
If you are planning to retire between now and June 30, 2006, it would be extremely helpful if you would share those plans with Human Resources as soon as possible.

We have been told that some employees are considering retirement before the end of this academic year but are hesitant to share this information for fear that their position will be abolished if they announce their intent to retire. Even though the College is in a budget reduction cycle, a person’s retirement does not automatically mean that his/her position will be gone. Rather, it means that as an institution we can plan for this intended separation and if there is need to eliminate a position elsewhere, we will have more information/options regarding transfer, re-training, etc.

THE NEW BLACKBOARD SHELL SYSTEM DEMYSTIFIED

RE: COLLEGE POLICIES
The “bluing of the policy manual” was a term used in previous years to indicate that old college policies had been reviewed and revised appropriately.  Bluing refers to the fact that recently revised policies have been printed on blue paper. Some bluing has occurred over the past year but it seems that the tracking of which policy is being revised, by whom, and where it is in the review process is not clearly understood. 

The Office of Human Resources (HR) has the responsibility to track, format, and transmit policy amendments/revisions to the College Council.  In order for this to be accomplished, HR requests that if you are in a revision process, please contact Debra Sherman at ext. 5880 or email dsherman@shoreline.edu and she will track the process and make sure the appropriate work has been completed before it reaches the Council.  Thank you for your consideration.

It’s time for open enrollment to participate in the 2006 plan year (January 1 – December 31) Dependent Care Assistance Program (DCAP).  

DCAP offers you an opportunity to reduce your taxable salary through a reduction in the amount of the federal withholding and social security taxes taken from your paycheck. Participation requires that you estimate the amount of dependent care expenses you expect to spend during the plan year (January 1 – December 31). The Department of Retirement Systems (DRS) takes a reduction in equal amounts from your paycheck each regular pay period and deposits them into a dependent care account. Participants are eligible for reimbursement of dependent care expenses weekly, assuming there is a balance in your DCAP account. RE: COLLEGE POLICIES
The “bluing of the policy manual” was a term used in previous years to indicate that old college policies had been reviewed and revised appropriately.  Bluing refers to the fact that recently revised policies have been printed on blue paper. Some bluing has occurred over the past year but it seems that the tracking of which policy is being revised, by whom, and where it is in the review process is not clearly understood. 

The Office of Human Resources (HR) has the responsibility to track, format, and transmit policy amendments/revisions to the College Council.  In order for this to be accomplished, HR requests that if you are in a revision process, please contact Debra Sherman at ext. 5880 or email dsherman@shoreline.edu and she will track the process and make sure the appropriate work has been completed before it reaches the Council.  Thank you for your consideration.

CLASSIFIED EMPLOYEES VACATION
As vacations are scheduled for the upcoming holidays, classified staff and their supervisors should keep in mind:  vacation leave is charged in half (1/2) hour increments; employees must use compensatory time prior to using vacation leave, unless this would result in the loss of vacation leave.  Compensatory time must be used in the same manner as vacation leave (1/2 hour increments).

RE; VOLUNTARY REDUCTION IN EMPLOYMENT TERM

When faced with budgetary shortfalls, as an institution, the College needs to be creative as we think about reducing expenditures. One way would be to voluntarily reduce your employment term
.

What would that look like? 
A full-time employee may VOLUNTARILY reduce his or her employment term, move from full-time to a lesser percentage, as a way to reduce costs.  When making this voluntary reduction, it would be important to stay above 50% so benefit eligibility is maintained.  Example:  you currently work 100% ; under this cost saving measure, you could reduce your percentage to something greater than  50 but less than 100 for the duration of this fiscal year (June 30, 2006).

What would happen to the lost time?
Replacing the reduced time with hourly help would not be permitted.  Your department would need to absorb the lost work or reduce service delivery.  An essential service should not be eliminated.

Is this a long-term solution? 
No.  It is a short term fix to an immediate budgetary issue.  Permanent budget reductions would need to be  institutionalized through alternative means.

If interested, what next? You should approach your department head to discuss this option.  Together you would discuss the potential impact to your work unit and to the institution. 

WORK STUDY POSITIONS NEEDED?
To all interested parties Do you need office help, lab help any kind of help? The Federal and State Work Study Programs have money and students to meet your needs. We can place work study students in budgets that are self support areas with only a small portion of students earning to be deducted we also, can place students in other local fund areas (general budgets) which are not charged. Faculty and Associates members you to can have your own office assistants and they are ready to assist you in filing, copying, organizing, word processing and Excel. It’s time for open enrollment to participate in the 2006 plan year (January 1 – December 31) Dependent Care Assistance Program (DCAP).  

DCAP offers you an opportunity to reduce your taxable salary through a reduction in the amount of the federal withholding and social security taxes taken from your paycheck. Participation requires that you estimate the amount of dependent care expenses you expect to spend during the plan year (January 1 – December 31). The Department of Retirement Systems (DRS) takes a reduction in equal amounts from your paycheck each regular pay period and deposits them into a dependent care account. Participants are eligible for reimbursement of dependent care expenses weekly, assuming there is a balance in your DCAP account. BOARD OF TRUSTEES SELECTS PRESIDENTIAL SEARCH CONSULTANT
At a special meeting of the Board of Trustees on Thursday, November 16th, the Board interviewed three of the five presidential search consultants who responded to the Request for Proposal issued by the College in September.  The firm Gold Hill Associates was selected. Dr. Bob Barringer, CEO of Gold Hill Associates, has extensive experience with the Presidential search process having served as a community college president for 30 years and having participated in 16 (Washington Community and Technical College) searches. Gold Hill will begin their work in early December at a proposed fee and out-of-pocket expenses of $24,500.

RE; BUDGET EXERCISE
Many thanks to the Program Review & Budget Committee that has been tasked with overseeing the development of a short-term budget review exercise.  The goal of this effort is to identify budget reductions, revenue enhancements, or some combination of the two that will total $500,000. This will allow the College to produce a revised balanced budget for the current year given the state of our fall enrollments.  (See additional background information on the Budget Committee website).  The Committee has worked quickly to develop a process for the budget review and the criteria against which recommendations are to be made.  At this time, the entire campus is in discussion with their directors, deans, and vice presidents on questions related to improving our efficiency and streamlining processes, creating new sources of revenue, reducing non-essential expenses and improving the overall financial health of the College. >more

It’s time for open enrollment to participate in the 2006 plan year (January 1 – December 31) Dependent Care Assistance Program (DCAP).  

DCAP offers you an opportunity to reduce your taxable salary through a reduction in the amount of the federal withholding and social security taxes taken from your paycheck. Participation requires that you estimate the amount of dependent care expenses you expect to spend during the plan year (January 1 – December 31). The Department of Retirement Systems (DRS) takes a reduction in equal amounts from your paycheck each regular pay period and deposits them into a dependent care account. Participants are eligible for reimbursement of dependent care expenses weekly, assuming there is a balance in your DCAP account. For more information and to reference tax tables showing your potential savings amount, please visit the DCAP website at http://www.drs.wa.gov/Member/Publications/DCAP/ or call the toll-free customer service line at 1-800-423-1524.  To enroll for the upcoming plan year, please complete the DCAP Salary Reduction Agreement form  and return to the Shoreline Community College Benefits Office no later than 11/30/05.

2006 HEALTHCARE AUTHORITY OPEN ENROLLMENT (NOW – Nov 30th)

t’s time to review your selections for the upcoming 2006 plan year (1/1 – 12/31/06) to 1) Add/remove dependents; 2) Change medical/dental providers.  Complete the pdf form and return to BENEFITS (Admin Bldg 1000, Rm 1015) for processing. Be sure to review the 2006 plan changes and updated employee medical premium costs by visiting the Health Care Authority online at http://www.pebb.hca.wa.gov/. If you have questions, please call Veronica Botts at x4510 or email vbotts@shoreline.edu.the proposal, submitted to the State Board by December 3, 2005.

Annual Clay Club Pottery Sale November 22, 2005 Ceramics Studio Room 2065 The Shoreline Clay Club is having their Annual Pottery Sale on November 22nd in the Ceramics Studio, Room 2065, from 10 am to 2 pm. The Clay Club plans to attend the National Council on Education for the Ceramic Arts Conference this spring in Portland, Oregon and proceeds from the pottery sale will be used for that event. This year a number of local artists in our community have donated select items for our sale in addition to items donated by Clay Club members. Please come and find that perfect gift for the holidays!
